For that matter, I’ve gone back for some classes recently and a lot of them were cell phone free per the professor. Smaller classes, not many hundred person lecture halls, but still. They preserved the concept of pre-clearance in general. The court was extremely clear that Congress could pass pre-clearance legislation…

Conceding is a courtesy, it has zero legal meaning. Gore conceded in 2000, it didn’t prevent him from taking it to court later.

Although it seems like all three of these elections are close enough that I’d want to have final vote numbers before conceding. The agricultural commissioner election has already flipped to Nikki Fried having a small lead, and Scott’s lead has been cut in half just in the last day of tabulating votes.
