There is, for rental housing at least. HUD recognizes them as one type of “assistance animal” that disabled people have a right to keep in their home.
There is a sanctuary like that near me (Twin Cities) as well - Home for Life in Stillwater. Similar model, except they don’t do any adoptions. If they take an animal in, it lives there for the rest of its life. They have a bunch of dog packs and cat colonies, it’s pretty cool.
Segregation comes in multiple flavors, unfortunately - “de jure” segregation is by law, “de facto” segregation is by practice. Their school system was and is de facto segregated.
