The cost for an extraction is almost all the dentist’s labor, so if these were volunteer dentists it wouldn’t have necessarily cost the program anything extra. Still messed up, of course. 

And I’m not even sure there’s such thing as an emergency cavity. Even the worst dental carries can wait a day or two to get proper informed consent.
