Diesel doesn’t have flammable vapors. It’s less of a combustion hazard than gasoline. Though it’s still flammable. You definitely don't want diesel spilling on something that's already burning. Getting it to burn on it's own takes a fine mist.

They used to dye taxed fuel, but then realized that farmers were buying just enough taxed fuel to color the tractor diesel. They switched. On road fuel will be colorless or blue. Tractor diesel is a rather deep red.
