@suppaman: PS1 you needed a mod chip. Dreamcast you didnt need anything. Piracy was rampant on the dreamcast once the Utopia guys released their code. No mod chips, memory card exploits, no flipping the lid open, no boot discs, just put in the disc you downloaded from the interwebs and played.

@oyumurtaci: In the US, the emissions vary state to state and there are a number of states (including where my vehicle is titled) that have discontinued emissions testing
