I was a wild child myself, so I can say that if he does anything to stop her partying, she will probably be pissed at him for a while. Better for her to be pissed than hurt or totally screw up her life with drugs tho.

Is her boyfriend on the lease? If not, read the lease and see what it says about extended houseguests. You may have to sign a new lease with him on it. If things are bad enough, you can always refuse to sign and move out.
