No, a normal person could not. If for whatever reason the paparazzi tailed you and did this in public, there isn't anything you could legally do so long as they are in a public place. You must have a reasonable expectation of privacy to have any protection - simply being in public is not going to give that to you.

The right to privacy is based upon a subjective reasonable person standard. Would a reasonable person feel as though what they were doing as private? If you're in public, do you reasonably expect your actions to not be noticed by the public at large?
