Stranger kidnapping is exceedingly rare. As in your child has less than a 1% chance of being taken by a stranger. Almost all kidnappings are by people known to the child, typically a family member.

They were in her line of sight the whole time. She should never have been arrested. At MOST a warning from the police might be warranted, but arresting and charging her with child abandonment is ridiculous.
