Two dimensional refers to either left-right vectoring, or up-down vectoring up to around 22degrees. Three dimensional means the engines can vector at any angle you choose.

The F-22 only has two dimensional thrust vectoring whereas the PAK-FA has three. In a dogfight the PAK-FA would eat the F-22 for lunch.
