In Skylanders (at least the first one, I haven’t seen much of the ones after that) you can complete the game with just the ones in the starter pack. It could be possible that they don’t have permission to use her likeness. In IDW’s Ghostbusters they couldn’t use the original cast’s exact appearance even in their more photo realistic covers.
