Yeah... pretty much the whole point of her character is that she is not attractive but she got over it and made herself without having to rely on being a woman. I thought exactly the same thing when I saw that picture.
Yea, in the book she is not described as what I would call attractive even when she was young. People mockingly called her Brienne the beauty for a reason and she was kind of famous for being mannishly beastly with a horse face.
