Why don't you just freeze the water, and then add the pebbles after it has been frozen. Then just leave it upright (the flipping is superfluous). If the pebbles are at the bottom and not the top, then the water melted.
Great Idea. I have a slightly different take on this. Use a small mason jar and fill it with a few pebbles. Fill up 1/3 with water and add in the pebbles. Once frozen, flip over.
