The problem with "reasonable" registration/testing/insuring is that it can be abused. It's really hard to legally carry a gun in my state of Maryland because they passed some "reasonable" laws on who can carry and what kind of licenses you have to have.

Arresting him and then letting him go when they realized he wasn't serious would have been enough. In fact, it would have been the proper response to this type of thing. Making threats is certainly a good reason for the cops to look into it and arrest the kid, but this is just a waste of taxpayer money.
