The problem with "reasonable" registration/testing/insuring is that it can be abused. It's really hard to legally carry a gun in my state of Maryland because they passed some "reasonable" laws on who can carry and what kind of licenses you have to have.

Arresting him and then letting him go when they realized he wasn't serious would have been enough. In fact, it would have been the proper response to this type of thing.
