It’s a mechanical switch, but the way it changes fan speed is by switching resistors into the circuit to reduce the amount of power the fan gets, thereby reducing its speed. Full speed is full power with no resistors, and off is obviously off. The speeds in between are varying levels of resistance.

Drove one to 260K (Mercury Sable, actually), only took 2 throttle bodies and oh, half a dozen cleanings of the those throttle bodies of that 24v Duratech. Rode nicely, quick, good in the snow. Other than being outwardly hideous and bad front seats, it was a good car.
