I always thought they were wind speed sensors. Would explain why this one is sideways, to measure cross winds. I can’t think of any public road testing where highly accurate air temperature readings are crucial enough to need a measuring device attached.

Looks like a current Focus Hatchback or Sedan, based on the way the character line is straight and then curves upward, as well the the fairly tight radius of the trunk/liftgate panel.
