It’s the same deal in Michigan. Roads go out to the lowest bidder, who then builds a cheap crappy road. Then that lowest bidder gets paid to redo the road a couple years later. With the current system the bidders have a lucrative incentive to make the roads shitty and prone to replacement and repair.
