I think you are really ignoring how well it ran for a lot of people (myself included) on PC. In all honestly the game should have never launched on last gen, the issue wasn’t really the game but limitations of hardware.

You have to hide from him in arasaka tower when doing the big prologue mission, you fight him as Johnny (and lose) in those flashbacks, and then finally the fight near the end. He’s pretty well signalled as someone you’re going to have to deal with throughout.
