I'm not basing it on my own experience but the experience of a developer from Naughty Dog. This isn't some random person saying they're lying, this is a developer who does the exact same type of work calling them out. Not only another developer, but one who worked specifically on the AC franchise.

You're right in saying that re-skinned is over simplifying it, but there's no doubt that these games have so much in common that it's hard to commend Ubisoft for their new "IP" in Watch Dogs. Especially when those similarities are to the point of the games being so recognizable as Ubisoft games.
