Seems like they do need to go to a NASCAR-style penalty system with standard penalties laid out for certain infractions according to level. That was if you do this, then you get this penalty period.

A road in Fremont, MI was terrible. There were so many patched potholes that they could have repaved the whole road. The entire road was literally covered in patched potholes. It makes for a very rough ride.
