The Ouya lets you play old super nintendo games in HD on your television set. The Shield lets you play old super nintendo games on it's own portable screen in the car while driving home drunk. Huge difference there.
Yeah, it was pretty disappointing. The "Freaks" or whatever were pretty much the counter to your free-roaming awesome. I do think they had a good difficulty balance in the first one, they didn't need to restrict you so much.

Can't forget the battery. Batteries and Screens are pricy and could easily account for a large portion of the price difference between the Shield and an Ouya. Throw in the beefier guts and the price difference seems about right to me.
