Waymo operates in SF and PHX. 911 response times are 13 minutes and 8 minutes in those cities. I think 15 minutes is perfectly reasonable.

Does density lead to better ADA and universal design? I’d say yes on both counts. Suburbs will be better than rural, and often higher density areas will be better than suburbs. This is not always the case due to urban areas being built prior to the 1990's and ADA becoming law, but cities have done a lot of accommodate

It’s not always ineptly done. Man on Fire (thanks largely to terrific performances from Denzel Washington and Dakota Fanning) gave them a real relationship that sold me, so much so that even Denzel on the revenge warpath was less interesting than the first half.
