GTAIII had two female crime lords, Asuka and Catalina, one of them tortures people and the other shot you and left you for dead at the beginning of the game.

Um a girl got tied to a chair and beaten in GTAIV, a guy had you get rid of his cheating wife's body which was thrown in a trunk in GTAIV.

If they're going to have three protagonists, I wish at least one of them could have been a woman. They've already shown in previous games that women can be just as ruthless and vicious as men. And I'm not sure I've seen a remorseless female playable character outside of fighting games.
