Why do you assume that bad cops think they're bad? Very few people actually think of themselves as being bad guys.

I get what you’re saying and I somewhat agree. But, even if it’s small, there’s a chance that every accusation is false or just wrong (accusing the wrong person, for instance). No punishments should be doled out just because “they were accused and almost all accusations are true”.
