The Mighty Car Mods guys did it for ~$3K AU and didn't have anything in the way of fancy tools. They did luck out and get a car that didn't have a blown engine (though the DPO said it was blown).

The Live Action version of the anime is great. They altered some of the characters a little much... (mainly Bunta), the driving is excellent and the plot doesn't fool around.

The Running OS doesn't really matter, the User Interface does. If this means they are trying to have more touch screens in cars... I'd be concerned. The problem with touchscreens is you have to be looking at it (the screen) most of the time to actually use it. You can't "feel" where the buttons are.
