Alot of the tv versions of R films don't show the stuff that caused it to be R. Thats changing more and more I'd guess. But still you can block a set number of channels you dont need to block them all. I dont end up blocking any of them cause my kids just want cartoons the few times they want to watch TV.
Or unless you stop using the TV as a babysitter, do your job as a parent, and monitor what they watch. It's easy to do if there are no TVs in their bedrooms. Teenagers are a different story, but an 11 year old shouldn't be watching R movies or playing M games. They are not the intended audience for those products.

That's more of a(n accurate) criticism of the inadequacies of the rating system than it is an argument for why an 11 year old should be given a copy of GTA. That Halo would be given the same age restriction as Grand Theft Auto is kind of a problem for both games.

It depends on how mature the kid is. At that age I was very much beyond my years, most of the kids who lived on my street were 2-4 years old in a very posh/middle class area so I got into tennis, computers and adult TV shows and comedy when I was very young.
