I agree with you that's how it should be, but in practice it's not always that way. :) Maybe that's why some guys get confused or discouraged.

I think guys get the impression that unless he pays for the dinner, the girl won't go out with him. There isn't necessarily any request for sex here. That's why some guys are saying it's "an exchange of money for a date".

Well there isn't necessarily an implication about sex here. Guys are just thinking, "I need to buy her dinner for her to go out on a date with me."
