The FEAR AI was basically an accident. It's designed to do a few simple things, which, combined with very, very careful level design and voice scripting, looks like it's more complex than it is. It's not actually programmed to flank at all.
Officially, the green lights don't exist in-universe. They're just there for the player's benefit, just like there isn't a little box with the ammo count floating behind Sam.
