The whole point of any economy is that if it isn’t profitable, eventually the worker will stop doing it. But that’s not the point here. California (and a lot of other states) decided that a race to the bottom on wages and working conditions wasn’t in the best interest of society, and enacted labor laws.

In many instances, however, collecting a particular scooter turns out not to be possible or takes an excessive amount of time, (... a bunch of whining ...), earning little to no money for all their time worked.

She is irrelevant. She is a very junior member of a very large house positing a plan that no senior member of Congress is going to follow. She can list plans that say anything and no one is going to listen.

Occassional Cortex is irrelevant. What she believes or plans has no bearing outside the four walls of her office where reality exists. Inside are where the unicorns and fairy dust and 21 trillion pentagon dollars are just taking up space waiting to be spent.

Can I propose an alternative solution?  Why don’t automakers just have it be an option across the range (assuming it fits the various engines) and charge extra for it to cover the engineering costs?  Who wouldn’t be willing to shell out an extra $500 or so to have the option of having a manual?

Sometimes the emissions are worth it. This is one of those times.
