If the screen is locked the NFC antenna is disabled, and if Google Wallet isn't running the NFC chip storing your CC is locked. Also from the demo you actually have to tap your phone for it transmit.

You only have to do that if you want to. You can set the app to not even require a lock, or set it lock after X amount of time. Or tell the app to stay open in the background so you don't have to open it. Of course that makes it more convient but less secure.

Sure you could make a wallpaper for that. Or you can use a app like Prey which will display a message once you let it know that it's stolen via text message or web control panel.
