I'm PRETTY sure that they're making it FOR next gen and PC, and down scaling it for PS3 and Xbox 360. Look at the comparison shots floating around. Every big developer now has "Next gen" in mind and they're not porting to the new systems. They're down scaling for the old systems at the end of their life.

Quality wise aside, a "current gen" GTA being put onto "next gen" systems via port isn't out of the cards. I'm thinking they'll release the PC version with the PS4 and Nextbox at the same time. like 6 months down the road, when each new system has enough early adopters.
