You're missing the point. These decisions aren't made by the developer. Microsoft published Halo, so it was an Xbox exclusive. Activision got a boatload of money from Sony, so Destiny's lead platform is the Playstation.

I don't get it. I never got to play Halo because I was a PS2/PS3 owner. I didn't complain that Halo never came to these consoles. Same with Mass Effect. But lo and behold, years later, at least I got to play the ME trilogy. Just give it time and I'm sure everyone will get everything they want.

There is another mod set called "Yet another Earth" or something like that. Included in it allows you to play all 43 civilizations and 20 city-states with TSL and an expanded Europe so that the European nations have a bit more room to expand.
