True the terrorists from Gaza use white phosphorus, as do people in Yemen, and Taliban forces in Afghanistan...terrorists use chemical weapons, governments have to be held to the higher standards of international law, and yes the CWC should cover it.

Israel said they don't consider a "chemical weapon" and hasn't been outlawed yet. It did however cause chemical burns on the AP reporter who happened to be covering the attack(the only reason why it got any coverage at all), so yes, it is a chemical weapon. It causes burns and is extremely flammable.
