Hmmm Gravity Rush, Uncharted: Golden Abyss, Assassin's Creed: Liberation, and Persona 4: Golden are a great start! I've got both a 3DS and a Vita, and I can honestly say the 3DS has nothing that interests me. Most of the games on the 3DS are sub-par and seem made more for children to play.
The best thing to get the 3DS gamer, .....a PlayStation Vita!
