You have that wrong. If it has 7500 miles, it is considered used. If it is less than 7500, it is treated as any other new car purchased in California and subjected to all the fees and requirements. Even CA DMV say so on their website.
It is not illegal to sell a car from another state to California. The car just needs to be California compliant model. The buyer after taking delivery will need to get the car smogged before visiting the DMV to get it registered.

The manufacturer of the materials is expected to have tested each lot and provide all the certification documents. If the material is certified to meet a SAE, Boeing, etc. specifications, the documents shall show that all the tests…
I work in aerospace. Our QC procedure does require random sampling of raw materials that we get in at the test labs to verify they match the certs that come with them. Most aerospace companies in the US do have requirements to use domestically sourced raw materials, so it really is a non-issue.

I don’t think their study is entire accurate. If NAFTA goes away, it would make it not profitable to build cars in Canada or Mexico forcing them to bring back production to the US. The suppliers would still be making the parts. The suppliers in Canada and Mexico would probably be out of a job.

You can melt a barrel, but you can also heat up a barrel enough where the metallurgy has changed. At that point, it can no longer contain the pressure. Like this video where an AR barrel blew up 800 rounds of full auto fire.
