Pretty much most of the members of congress have no idea about anything they create laws over other than the fact they know how laws work since they are mostly lawyers.
The problem with tech like this is it won’t be used. Pilots need to be proficient at landing without these system in case it malfunctions. It is much like the ACLS where they really don’t use it because they get a no-grade on the landing. Every pilot wants to be at the top of the list with the highest landing grades.
