I work for a current F1 engine supplier and here is why the noise is not gonna change any time soon.

The teams aren't even using all the revs they have now. The combination of turbocharged power curves and the way the fuel flow regulations are written, the only reason to rev them past 10k is to be at a good part of the rev range post-upshift. Most teams seem to be upshifting around 12,000 RPM. Also, the word is that

They have so much torque lower in the range now, they aren't even reving them out all the way as is right now.

Bonus points because you showed the C8, which features an actual gearshift, vs the B6, which just has a gear selector because only manuals have gearshifts.
