Am I missing something here? I donated plasma twice a week for several months with no problem.

You clearly have no idea of what you're talking about. We don't purchase fuel from anyone and the tech exists to recycle spent nuclear waste in such a manner that >98% of it is used up by the time you're done sending it through the iterations of recycling. Blame the DOE for not allowing it to be recycled.
