Consoles has long-standing famous reputation to their easiness and many choices of games since the golden era of 80s. Also the cheap price (from used market as well) make it prime choice for parents too.

Okay yes I see that Steam has lots of various games. But is everyone owning a PC game also always subscribe to Steam ? I don't think that's always the case.

Everyone knows that. Then what ? What matters is the games. And both consoles has assorted, plethora of games. I don't see the same case on PC games. But I could be wrong.

I won't hold my breath. Japanese telecommunication providers are infamous for that practice. I myself have this iPhone 4 32GB locked by Softbank (bought it used and cheap) and found no method to unlock it. Even by them.
