The Navy sees it as the ability to use the ~15% lost capacity from double hulling, if it has to.

That was the subject of an investigation back in the early 90s. For your perusal, here is a copy of the results of that investigation. Please note, it HAS had some information redacted, but in general it is fairly complete as an overview of what went down.
