I never heard of it either and I graduated from law school in 1991. At first I thought it was a horrible typo that should have been “battery” but then I looked it up.

There is a wide and fairly easy to discern difference between a film opening for the citizenry of a country, and an artist personally attending meet and greets with dictators as individuals (personally pocketing a large sum of money for the specific purpose of entertaining and promoting that one individual).
