My roommate did this with his 91 Prelude and a Honda 3 wheeler. The front wheel was thru the open sunroof.
There are pictures of Michigan Manufacturer plates at the 'Ring, why would Victoria plates be any different?

I bet they have it mounted that high to prevent blocking the tail lamps and rear plate. If you check out bike racks from Germany, many have redundant tail lamps and additional rear plate mounts.

right hand drive challenger, on I75 in Detroit, had amber rear turnsignals and everything. Turned out it was purchased in the states, brought to Australia where it was converted and a few years ago a MOPAR collector brought it back and kept it RHD.
