Because it tells Blizzard what heroes are over powered in what maps and what metas/buffs/nerfs. Its worked in every other MOBA. You don’t even do a draft system you ban 2 heroes on each team.

Still a Blizzard controled ban. They designed the system to ban based on play rates instead of allowing players to assign bans. Blizzard's decision based on their needs for control.
