IIRC, toward the end of the Cold War we developed smaller “clean” fusion weapons that had really minimal fallout.

I see something large and slow moving like a street sweeper being used to fill potholes late at night/super early in the morning. You could have sensors on certain busses and perhaps police cruisers that passively scan the roadways looking for potholes which would relay information to the anti-pothole drone army.…
That’s a good point about the limits of standoff weaponry but should we really rely on the Navy to provide sustained ordinance delivery? That’s a role that seems better filled by long-range bombers.
