First, it’s not going 15,000mph... that’s how fast it goes upon re-entry. Look at the image below to get an idea as to the speed curve of an ICBM. Edit: plus ICBMs are actually pretty slow in their boost phase. Nowhere near 15,000mph which is the speed they reach upon re-entry so it’s even more skewed.
Plus you’re dealing with a laser so you can actually be shockingly accurate with where you place your beam. E.g. you could target the thrust nozzles (or that general part of the rocket) and put them above their operating temperature in short order.
