The only thing I can think of is that perhaps, just perhaps, there was a turn off or another road before the bridge proper and people needed NOT to get across the bridge but to another location near the river.

I have driven past several “road closed” signs in order to get to my house which is just past the barricade.

Dang, makes me feel kinda dumb for buying even a used EV this year. I could have made 5% on that cash which would have paid for almost 4 months of payments on this each year of the lease. Then I could have re-evaluated the EV market in another 2 years.
