They were clearly hacking phones of people the celebrities used to be involved with. Many of them were taken by other people, so likely not something on their own phones.

If the doctor thinks a criminal act was committed they are obligated to report it in the US. However, reporting suspicions is a dangerous game. I would think the prosecutors of a case like this would want to have evidence more substantial than what is essentially unconfirmed hearsay though.
Im sorry, but how the fuck would the doctors know that she "ordered drugs online from China"? That's a huge stretch unless she actually admitted it.
