However, given how Tesla routinely twists the numbers to provide non-GAAP numbers in all of their public accounting, the expectation is that Tesla is again cheating when their exec claimed an exceedingly low production cost for their batteries.

They are claiming that their costs are currently well below what GM estimated in some Bolt v Model 3 talk. I think Tesla may be right from an extremely generous non-GAAP standpoint, and GM is on the nose from a GAAP standpoint.
