How many people look down to undo the seat belt, and in an emergency, why not just follow the seat belt to the buckle, or cut the belt?

I’m inadequately informed about the world of professional cycling to know this, but is there any reason they can’t just make the teams assemble the bikes on camera for review. If you come in the top 5% or 10% or whatever, your bike assembly video will be reviewed and the bike will be inspected immediately following

Fair enough, but two things: 1) the other two lanes were less submerged, so why take the risk? and 2) flooring it through the water almost guarantees it’s gonna ride up the hood and into the intakes.
