In California, the Officer is a witness, no more, no less. If the witness does not show up, couldn't you argue that the prosecution has no case since you can plead the 5th?

That's because, typically, the Radars are re-certified on a schedule. The department is not going to let them lapse, as this is an easy way for them to lose a ticket. This is not a roadside argument anyway, that's one you bring up in court.
