They could be legal, I have some Avons on my 7 that look like they wouldn't be legal but they are. The only way to really make this fair is to have all hypercars run the same exact compound and type.
If I think they are really bad and something is clearly wrong I have called the police with the license number and followed them, giving them space. I once saw a car and the driver was clearly drunk, he even bumped the centre divider and kept going, I called it in and followed at a safe distance and gave them updates…
